IREC BEG 17 JUN 18 Referring to my immediately preceding telegram. (Propaganda by means of pictorial journals in China).
Hong kong Committee, supported by Governor,| propose substitution of newspaper either newly founded or by acquiring in place of literary Cheng Pao an existing organ for South China whether or not pictorial Cheng Pao is kept.
I should be glad of your observations on this proposal, both from Changhai Committee point of view and from consideration of parts of South China under your charge. In particular in this new departure Hong Kong Committee desire to associate Canton with them and opinion of Consul General would be most valuable.
Hong kong Committee would naturally require funds if some such scheme were adopted Hong Kong and these might be at least partly supplied from expenditure so saved to Shanghai Committee. How much less than present monthly allowance would latter require if:
(1) Literary Cheng Pao were not sent to area under Hong Kong Committee
(2) Neither pictorial nor literary Cheng Pao
were sent?
